History of Judicial Department of Kurigram District
Kurigram Judiciary has a glorious history. In 1875, Kurigram Sub-district was established with Hatibandha, Lalmonirhat, Nageshwari, Ulipur and Chilmari. Before the establishment of Kurigram Sub-district, the judicial proceedings were conducted by Rangpur District through the Munsef Court at Barabari in Lalmonirhat. A Chowki court is found at Kulaghat, north of Barabari. In 1881, the sub-district headquarters was established in Kurigram after the completion of police stations. After the creation of Mahukuma, the Munsef Court was shifted from Barabari to Kurigram. The Munsef Court used to deal with land acquisition matters. At that time, a criminal court was established in Kurigram under the District Collectorate and District Magistrate under the name of Mahukuma Magistrate. However, till 1984, the Appellate Court of both classes of trials was held in Rangpur.
In 1984, the Kurigram sub-district was upgraded to the district. Accordingly, on 15 January 1985, Mr. Abu Bakar Miyaji was appointed as District and Sessions Judge. In 1990, the upazila courts were withdrawn from the upazila and re-established at the district headquarters, which still exists today.
On 1 November 2007, the government separated the judiciary from the executive branch based on the famous Masdar Hossain case judgment based on constitutional liability. Separate Judicial Magistrates were then created in 64 districts of Bangladesh and the Chief Judicial Magistrate Court was constituted in Kurigram. Mr. O, H M Ilias Hossain graced this position as the head of the newly formed court.
